South Carolina's new SCPro supplier portal goes live Nov. 9; vendor registration is frozen until then
The Division of Procurement Services is migrating supplier records from SCEIS. Release 1 lets suppliers manage profiles, respond to solicitations and track contracts.
South Carolina's Division of Procurement Services is switching vendor registration to a new system, SCPro. The first release is scheduled to go live Nov. 9, 2026, according to the division's supplier registration page.
The freeze
The old SCEIS Vendor Registration Portal could be used through Oct. 25. The division says it has frozen the current system from Oct. 26 through Nov. 9 while it migrates information into SCPro. Firms that need to register or update their records during the freeze will have to wait for the new portal.
What Release 1 does
The division describes three capabilities in the first release:
- Account management: suppliers self-manage their official State of South Carolina supplier profile, update business details and manage their contacts.
- Solicitations: view, search and respond directly to active state procurement opportunities online.
- Contract management: access, review and track active state contracts.
The division says SCPro is launching in phases and offers live training webinars, quick reference guides and a supplier FAQ.
What construction firms should do
- After Nov. 9, log in and confirm the migrated profile, especially contacts and commodity or construction codes, so solicitation notices reach the right people.
- Keep watching South Carolina Business Opportunities (SCBO), the live database where state agencies must advertise solicitations above set thresholds. Local governments may advertise there voluntarily.
- SCDOT highway lettings are separate. They run through SCDOT prequalification and Bid Express, not SCPro.
Watch for scams
The changeover comes as the division warns of fraudulent emails impersonating procurement staff and demanding "compliance" payments from suppliers; see our separate report. Legitimate state procurement email comes from mmo.sc.gov.

Two levels of registration
The division's SCPro FAQ says the new system uses a two-level registration:
- Initial Registration (bidder): standard contact information so a firm can search and bid on active sourcing projects. It doesn't require login credentials to reach the form.
- Full Registration (supplier): required before the state can award a contract, issue a purchase order or pay a business. It includes IRS taxpayer identification number checks and an uploaded, signed W-9 or W-8.
Accounts are organized as a Head Office record with linked Site Supplier records for offices, shipping locations and billing addresses. Purchase orders go to the site records. Each contact must have a role. Only one Supplier Admin is allowed per profile, a Backup Supplier Admin has the same permissions, and only the Supplier Finance role can manage bank details.
Bidding in SCPro
- Anyone can browse open solicitations on the public page without logging in, but a firm must log in to submit a response.
- Questions go through the Discussions tab on each sourcing project. The FAQ asks bidders not to include names or company details, and answers come as official amendments.
- When an amendment is issued, the project goes "On Hold." Bidders must then acknowledge the amendment and may need to resubmit a bid they already filed.
- Bidders can't redline contract documents during bidding. Negotiation happens only with the selected vendor.
During the freeze
SCPro's own page says that during the freeze no new suppliers can be added and no supplier records or ACH banking details can be changed. Agencies can still pay invoices to existing suppliers and can accept paper bids from unregistered suppliers on open solicitations. Primes will also manage partners in SCPro. Subcontractors, dealers and resellers are listed on the contract record, and a dealer or reseller needs an active SCPro supplier number before it can receive purchase orders.
