The work type is only a label. The bid item list and plans for each proposal show the real quantities. Subcontractors and suppliers should price from those, not from the category.

How to bid

  • Primes: Only prime contractors prequalified by SCDOT may bid. First-time applicants use the Long Form; renewals use the Short Form each year. Some calls also require a minimum Contractor Performance Score. See our SCDOT bidding guide.
  • Submitting: SCDOT accepts only electronic bids for highway construction lettings, through Bid Express with a digital ID tied to your SCDOT vendor ID. Bids are opened and read publicly at SCDOT headquarters in Columbia.
  • Documents: Proposal bid forms are on Bid Express about four weeks before the letting. Proposals, plans and announcements are on SCDOT's free Construction Extranet, and hardcopy plans can be ordered from Engineering Publications.
  • Subcontractors and suppliers: Prequalification is not necessary for subcontract work. SCDOT's Construction Extranet discussion board is where primes and subs trade quote requests. Our county hubs list the firms in each county, for example Clarendon.
  • After the letting: SCDOT prints and posts bid totals on its website, Bid Express and the Construction Extranet right after the bids are opened. We add results to our past lettings table.

Key dates

  • Nov 10, 2026: monthly letting (bids due through Bid Express per the proposal instructions).
  • Oct 30, 2026: first of these proposals appeared on SCDOT's letting page in our daily check.
  • After the letting: bid totals posted on SCDOT's website, Bid Express and the Construction Extranet right after opening, then award decisions.
